First Comes Snow, Then Comes Blame at JFK

The Port Authority of New York and New Jersey owns the metropolitan region's three major airports, but is blaming the airlines and independent terminal operators for the chaos at JFK airport this past weekend.

Nearly 100 flights were cancelled on Saturday, and numerous other flights were delayed. Then, on Sunday, a water main broke and flooded the international terminal.

In a conference call with reporters, Port Authority chief Rick Cotton said the biggest problem appeared to be that international flights arrived without gates being available. He said the agency will launch an investigation into the matter.

"The fact is the gates were not made available to inbound international flights in a timely way. And the question that is on the table is 'why?'," said Cotton.

Even though the Port Authority owns the airports, private companies run the day-to-day operation of each terminal. Cotton said his agency may take control of the terminals depending on what the investigation finds. 

"If part of the remedy is for the Port Authority to step in more aggressively than it has in the past," he said, "the Port Authority will step in more aggressively than it has in the past."

As of Monday evening, officials said in a statement the water leak had been "largely" fixed and customs operations "nearly fully restored." But two elevators and two escalators remained out of service.
